How to Access the State Revenue Service VID EDS System Starting from January 1, 2026

What Will Change?

Starting January 1, 2026, access to the Electronic Declaration System (EDS) of the State Revenue Service (VID) will only be possible through secure electronic identification tools.

Until now, many users have logged in to the EDS using a username and password. However, from 2026 this method will only be available for:

  • foreign individuals who have no legal connection to Latvia and cannot obtain an eID card;
  • users of the Electronic Customs Data Processing System (EMDAS) for submitting customs declarations.

Which authentication tools will be available?

Beginning January 1, 2026, users will be able to log in to the EDS system using the following secure identification methods:

  • Smart-ID (qualified version)
  • Electronic Identification Card (eID)
  • Secure electronic signature (eParaksts, eParaksts mobile)
  • Authentication through online banking of certain banks (available until December 31, 2026)

Recommendations for Clients and Accountants

To ensure these changes do not disrupt your workflow or document submissions, we recommend the following:

  1. Switch to a secure authentication method in advance If you currently log in to EDS using a username and password, register or switch in advance to Smart-ID (qualified version), eID, or eParaksts mobile.
  2. Test your new login method beforehand Do not wait until the last moment — check in advance that your chosen authentication method works correctly.
  3. Authorize a trusted person If a client cannot obtain a secure identification method (for example, elderly persons), it is advisable to grant power of attorney to a trusted individual for submitting and receiving documents. The authorization can be submitted electronically via EDS or in person at VID customer service centers or unified client service centers throughout Latvia. Notarial certification of the power of attorney is not required.
  4. For Accountants
    Ensure that your clients have added you to their EDS profile and granted the necessary permissions for document preparation and submission.

An entrepreneur may authorize their accountant to submit documents electronically via EDS or in person by visiting any VID client service center or a unified government and municipal client service center in Latvia. Notarial certification of the power of attorney is also not required.
